Submitted by the Geological Survey of Pakistan,

INTRODUCTION
The pace at which science, technology and engineering have advanced and have been progressing during the last few decades, could not have been imagined without appropriate sophistication and breakthrough in the field of instrumentation. Instrumentation is a wide field of scientific innovation seemingly with no limit to it. Not only instrumentation and measurements form the backbone of science, but also help in mineral resource potential assessments and understanding of known deposits. Laboratories with up to date instrumentations always constitute an important part of scientific departments and are to be essentially refurbished and modernized with a view to enhancing its research activities as well as achieving higher level of precision.
Geoscience Laboratory
The Geoscience Advance Research Laboratories (GeoLab) was established in 1991 by Government of Japan and implemented through JICA (grant-in-aid). The laboratory is the main research arm of the Geological Survey of Pakistan with the main objective to contribute to the development of mineral resources of Pakistan by improving the knowledge, methodologies and technologies in geological mapping, research and exploration. As a high-tech research complex, this laboratory had to play a pivotal role in the qualitative improvement of a broad spectrum of technical activities and scientific research for proper understanding of genesis of Pakistan’s natural resources. Under the previous approved scheme by ECNEC titled “Establishment of Geoscience Laboratory in the Geological Survey of Pakistan” 26 posts of Gazetted Staff were approved(Annexure-I) but only 3 posts of Gazetted Staff were released. Similarly out of 44 approved posts of non-gazetted staff, only 19 were released. To overcome the shortage of technical and non-technical manpower, ad-hoc arrangements were made. If the Geoscience Advance Research Laboratories of GSP is to develop into a world-class laboratory, it needs to induct the best available researchers. At present all the available equipment in the GeoLab had been installed in 1991 and they are under continuous use and need to be upgraded with the latest models of equipment and/ or support of other equipment required for the newly emerging but closely related fields within the larger domain of Earth and Environmental sciences.
Through these efforts, the standard of research and development programme of minerals in the country will considerably improve and the depositional environment of natural resources will be better understood. The present scheme will also facilitate the future GSP development projects like “Accelerated Geological & Geochemical Mapping”, and the future mineral exploration projects being financed by the World Bank and on going mineral exploration project in Balochistan.
The GeoLab will have four main sections under one roof (Annexure-II).
These will be Analytical Laboratories, Gemstone Testing and Certification Centre, Human Resource Development Centre, and Information Bank.
Gemstone Testing and Certification Centre
The Government of Pakistan is very keen to develop the gemstones in Pakistan and has prepared a strategy on the mining, cutting polishing and marketing. Establishment of this centre in the GeoLab will support this strategy in human resource development and will train the personnel associated with the gemstones industry. Most of the gemstones are wasted due to the improper mining, cutting & polishing and due to the improper evaluation. This centre will indirectly help to develop gemstones as substantial source of foreign exchange earnings.
On 9th February, 2005 the Governments of Pakistan and Sri Lanka have signed a MOU for Cooperation / Technical assistance in the field of Gem & Jewelry (Annexure-III).
The Sri Lankan Government has agreed for the assistance in the following fields:
1.In establishing a gem testing and certification center and facility for assaying and hall marking of precious metals in Geoscience Advance Research Laboratories of the Geological Survey of Pakistan.
2.To arrange and facilitate the training of master trainers offering scholarships programme in the area of gem testing and certification, assaying and hall-marking of precious metals.
The gemstone centre will have two main objectives, one the Gem testing and identification and second is to train the researchers / businessmen from different public and private agencies, in the field of gem testing and identification. For these training programmes local and foreign experts will be invited. The Government of Sri Lanka has very kindly extended their assistance in this regard.
Human Resource Development Centre
With the state of the art instruments and the expertise developed in the Instrumental Analysis of Rocks & Minerals, many universities and private and public organization contact this lab for arranging special on the job training to their researchers. Beside these, the students passing from different universities lack the ability to work in the field or geoscientific laboratories. This Research and training centre in the Geoscience Laboratory can play a very important role in the human resource development for the GSP as well as other public and private sister organizations. Beside our own researchers who are expert in the instrumental analysis, earth science professionals and visiting professors from other organizations and national and international universities will also be invited and consulted for formulating, organizing the training programmes. The foreign experts in different fields can also be invited through Higher Education Commission, and Ministry of Science & Technology. The researchers can be trained in the field of chemical analysis and geological studies on different rocks and minerals, XRD / DTA analysis, petrographic studies, gemstones testing and identification etc. The Human Resource Development Centre will have frequent training activities and more than ten courses will be arranged per year, and more than 100 trainees and faculty members will be visiting this laboratory. The GeoLab has its own land and for the laboratories there is sufficient space available. But for the Human Resources Development Centre (HRDC) additional buildings will be required consisting of seminar, meeting rooms along with computer laboratories etc. and the dormitory / hostels for the trainees and visiting faculty (Annexure-IXA & B).
Information Bank
The Geological Survey of Pakistan has generated a lot of geological, geophysical, hydrogeological and environmental data through its mapping, mineral exploration and research projects. Each year it is adding and it is a continuous process. GSP is the main source for the geological information regarding mapping and mineral exploration in the country. With the development of Information technology it is the need of the day to present the data in such a format so that it is easily accessible to the end user. There are many national and international agencies needing geological information regarding their exploration programmes for Oil & Gas and Mineral exploration. This information bank will convert and process the available data to the digital format. Under this centre the maps and reports shall be digitized along with different scales geological, geochemical, & environmental hazards maps. This information Bank will be linked with the National Geodata Centre of Pakistan and all the geological and other data of the GSP will be sent through this bank.
The present PC-1 scheme is therefore aimed towards upgradation and strengthening the existing facilities of the Geoscience Advance Research Laboratories, and establishment of the Gemstone testing centre, human resource development centre and information bank. The entire scheme will be executed by Geoscience Advance Research Laboratories, GSP, Islamabad. The scheme is prepared with an estimated cost of
Rs.249.87 Millions
and will be completed in five years starting July, 2005.
